Voluntary Ambulance Car Service

THE ISSUE

Ever since the South West Ambulance Service Trust (SWAST) withdrew from the provision of the non-essential element of the Voluntary Ambulance Car Service (VACS), there has been much public concern over how the Community Transport Associations (CTAs) would subsequently manage the service and indeed how it would be funded.

Initially, the Northern Devon Healthcare Trust (NDHT) stepped into the breach by providing some funding and a "Single Point of Contact" for the CTAs. However, both NDHT and SWAST sought to step back from their involvement with VACS, arguing that it is the responsibility of Devon Primary Care Trust (PCT). There was a sense of "buck-passing" between various NHS bodies.

PROGRESS TO DATE

Nick has made repeated representations to the PCT, NDHT, South West Strategic Health Authority and the Department of Health to try and help allay constituents' concerns and to ensure that an adequately funded service is provided. He has also regularly highlighted this issue with the local media. However, to date Devon PCT has failed to address the issue in a coherent and forward thinking manner.
